Home Energy Raters, or HERS raters, are building energy professionals who are trained and certified to evaluate a home’s features and prepare an energy efficiency assessment or rating. An experienced rater is also adept at assessing a home’s projected energy performance either from construction drawings or by physically inspecting the home. Since a HERS rater is also a special inspector certified by the State of California through one of three certifying agencies, since January 1st of 2010 many new and remodel construction projects also require verification of their newly installed energy features by a HERS rater in order to close their building permit and obtain a Certificate of Occupancy.

Raters may develop a wide variety of technical skills, but first and foremost they must be grounded in building science. Raters produce an assessment or rating by entering the home’s measurements and details of the construction of it's shell and it's energy draws into energy modeling software accredited through the Residential Energy Services Network (RESNET). These ratings include field verification through a site inspection, using a blower door to diagnose problems with the tightness of the home and discover opportunities for improvement, an testing duct leakage using a duct tester. To keep technically sharp and maintain knowledge of the latest building science, raters are required to acquire a minimum number of continuing education credits to keep their certification current.
